Home to School Transport
The qualification criteria applies to all children, including those with special educational needs, a disability or mobility difficulties and post 16 students with a special educational need or disability.
Parents and carers have a legal duty and a responsibility to ensure that their children attend school regularly and to make any necessary arrangements to ensure that they attend. In certain circumstances the Council has a duty to provide free home to school transport.
Children and young people with EHCPs are not automatically entitled to travel funded by the council. The HTST policy applies equally to all children and young people and can be found on the website link ‘Home to School Transport’ below.
The standard application form for transport if you are eligible will result in the offer of a free pass for use on public buses, including a pass for an adult to accompany if necessary. However, if public bus travel is not suitable for the needs of the child or young person, you will be required to complete an exceptions application form. These cases will be assessed individually by a Panel who will take account of the child or young person’s special needs or disability, or exceptional circumstances of the family.
